I admit that when I first read thiis document I was flabbergasted, but not personally concerned.
Now, as folks are contacting me with an interest in signing up under my license, I find these fines exorbitant. I do not disagree with the intent, it is the egregious application of the ability to monitor the industry with which I am in disagreement.

These penalties should be graduated in both amounts and requirements for adjustment based on past performance and past efforts to correct erroneous behaviour. Most of these violations can be inadvertantly committed by a simple misunderstanding of the statutes surrounding them. There needs to be some middle ground for imposing these almost draconian penalties.
